A 5.46-acre infill parcel at the heart of one of San Diego's most coveted master-planned communities — entitled, structured, and partnered into one of Southern California's premier residential builders.
Fin Terra acquired the raw land at Pacific Highlands Ranch and drove a multi-year entitlement process from concept through final approval. That meant months of design refinement and technical work alongside our consultant team, public meetings and political negotiation with the Carmel Valley Community Planning Group, and a sustained effort working through the City of San Diego planning department — all building toward final San Diego City Council approval of the vesting tentative map. The end result: 130 multi-family units and 30,000 square feet of ground-floor commercial, fully entitled and ready for vertical construction.
The site was structured as two distinct components. The for-sale townhome site — branded Lumen — was sold to Shea Homes, who delivered the residential community on their own. The commercial component — branded Corallina — was developed through a Fin Terra joint venture that we held and operated before later monetizing in a successful exit. Two parcels, two strategies, one cohesive community at the heart of Pacific Highlands Ranch.
