A 5.46-acre infill parcel at the heart of one of San Diego's most coveted master-planned communities — entitled, structured, and partnered into one of Southern California's premier residential builders.

Fin Terra acquired the raw land at Pacific Highlands Ranch and drove a multi-year entitlement process from concept through final approval. That meant months of design refinement and technical work alongside our consultant team, public meetings and political negotiation with the Carmel Valley Community Planning Group, and a sustained effort working through the City of San Diego planning department — all building toward final San Diego City Council approval of the vesting tentative map. The end result: 130 multi-family units and 30,000 square feet of ground-floor commercial, fully entitled and ready for vertical construction.

The site was structured as two distinct components. The for-sale townhome site — branded Lumen — was sold to Shea Homes, who delivered the residential community on their own. The commercial component — branded Corallina — was developed through a Fin Terra joint venture that we held and operated before later monetizing in a successful exit. Two parcels, two strategies, one cohesive community at the heart of Pacific Highlands Ranch.

Six acres nestled against a canyon ridge — a rural setting inside one of Southern California's most elite suburban submarkets. The kind of land that doesn't come available often, and rarely without a fight at the entitlement stage.

Fin Terra acquired the parcel and drove the entitlement process through three governing bodies — the Carmel Valley Community Planning Group, the City of San Diego, and the California Coastal Commission. Each step required months of design refinement, technical analysis, and political work alongside our consultant team — culminating in a public hearing before the San Diego City Council, where the project was approved on the record. Community planning groups and city councils are demanding, but they are the work we do every day. The Coastal Commission is a different animal entirely — a body that many developers actively avoid, because it can throw a wrinkle into any deal at any stage. Navigating it requires deep relationships, regulatory expertise, and the patience to do it right.

The result was approval for 126 multi-family units in a location surrounded by the best schools in San Diego and the strongest demographics in the region for education, employment, and household income. At entitlement, we exited to a top San Diego apartment builder and operator who delivered the project as Altura — a community that today reflects the rural-meets-elite character we saw in the land from day one.
